Early Years Inclusion Service

The Royal Borough of Greenwich has developed a team of early years Special Educational Needs/ Disability professionals to meet the needs of children with emerging/ complex SEND needs.

The Early Years Inclusion Service can offer a range of support through the SEND 0-5yrs Pathway; Universal, Targeted or Specialist support.

Universal support offer support to Private, Voluntary, or Independent (PVI) sector early years settings

Settings must be in receipt of the Free Entitlement to Early Learning (FEEL) and Together for Two’s (TF2’s) funding to be able to use the service. All Private, Voluntary, or Independent sector setting in Greenwich have a named Early Years Area Senco that will offer general advice, support and training around early identification and Special Education Needs and Disability issues that arise in a setting. Targeted support offer to community and home

A SEND Early Years Keyworker will support and signpost families to appropriate services which are available before their child starts in an early year’s setting. The Key Worker works together with families, to ensure that they can access all the support and services which they may require. We offer targeted home-based support within a time limited framework, we will consult with the family and other professionals involved to clearly identify child and family need, this support will be assessed and reviewed regularly with the parent / carer.
The support that a keyworker can offer may include a combination of:

  • Use a keyworker approach to coordinate services for children under 3yrs with complex needs who are not yet in a setting.
  • Facilitate the application for DLA to ensure the child and family can access relevant community services, such as an early years setting, including the Together for 2’s service.
  • Provide advice and information to families of children under 3yrs with complex needs and their professional network to ensure the inclusion of the child in the community.

All Private, Voluntary or Independent sector setting in Greenwich have a named Area Senco that will offer general advice, support and training around early identification and Special Education Needs and Disability issues that arise in a setting.

If your child lives in Greenwich but attends a Private, Voluntary or Independent sector setting outside of the borough, you can still access the Early Years Inclusion Service for support for your child.  Your child’s out of borough setting should be able to access setting support through their own local borough based support services.

Your child can receive support from the SEND Early Years Keyworker if they meet the following criteria:

  • Child lives in the Royal Borough of Greenwich
  • They not in an educational setting and are aged between 0-3 years old.
  • Child has complex disabilities.
  • Child is / or should be known to 3 or more Targeted or Specialist services.
  • Child has been referred to Early Years Coordination Team (EYCT)
  • Child has just moved into RBG and has complex disabilities.


Targeted and Specialist support for a child attending a Private, Voluntary, or Independent (PVI) sector early years setting

Your child can also receive support from the Early Years Inclusion Service if they have an identified emerging or complex special educational need/ disability and are a Greenwich resident aged 2-5yrs who attends an early education or care setting that is in the Private, Voluntary or Independent (PVI) sector (i.e. not a local authority school), this includes child-minders.
Children referred into the service will be allocated an Area SENCo’s who will support them through either the Targeted or Specialist support offer.

Referrals with signed parental consent to the service are accepted from:

  • Parents and carers
  • Early years setting (PVI) including child-minders
  • Any professional working with a child or family
  • Any voluntary service working with a child or family
