This accessibility statement applies to the resident-facing Greenwich Community Directory website at https://www.greenwichcommunitydirectory.org.uk and to the service provider application at https://manage-services.greenwichcommunitydirectory.org.uk

This website is run by the Royal Borough of Greenwich. We want as many people as possible to be able to use this website. That means you should be able to:

  • Zoom in up to 300% without text spilling off the screen
  • Navigate most of the website using just a keyboard

  • Some text links might not have enough contrast between unfocused and focused states.
  • Users cannot skip a block of filter links and must tab through all the categories.
  • Some of the links on our filters don’t have a clear aria label indicating their purpose.
  • On our map, we have missing button labels that clearly communicate locations in the map.
  • Some links are not descriptive enough with a meaningful label.

This website is partially compliant with the Web Content Accessibility Guidelines version 2.2 AA standard, due to the non-compliances listed below.

Non-accessible content

The content listed below is non-accessible for the following reasons:

(a) Non-compliance with the accessibility regulations

Issues found with https://www.greenwichcommunitydirectory.org.uk:

  • The focus state of some text links may not have enough of a contrast change from unfocused to focused states outside of a colour change. This fails WCAG 2.2 success criterion 1.4.3 (Contrast).
  • There is no ‘Skip’ link to skip the list of filters on our ‘Search for services’ page. The user will need to tab through filter links or through each category in an expanded list before being able to move forward to the main content of search results. This fails the WCAG 2.2 success criterion 2.4.1 (Bypass Blocks). This will be reviewed and updated to align with accessible standards.
  • Filter links don’t have clearer aria labels to indicate their purpose for screen reader users. It is still usable but might not be as clear as it could be. This fails WCAG 2.2 success criterion 2.4.4 (Link purpose).
  • We have incorrect heading structure on the search for services page. This fails the WCAG 2.4.6 (Headings and Labels).
  • We are missing meaningful button labels on map of services. There are duplicate locations and each is using the same link title with nothing else to differentiate between locations. This fails the WCAG 2.4.6 (Headings and labels) and 2.5.3 (Label in name).
  • There are some links that are not descriptive enough with a meaningful label. These are mainly the ‘browse all’ link in our search boxes, and our promo banner with the phone number listed but no appropriate aria label. This fails WCAG 2.4.4 (Link purpose with context and WCAG 2.4.9 (Link only).

Issues found with https://manage-services.greenwichcommunitydirectory.org.uk:

As this uses a platform developed by a third party, we do not have the full skills and capability to change and update this platform ourselves. We will be sharing the issues with the supplier of this platform.

  • Some text does not have an adequate level of contrast against the background colours. This fails the WCAG 2.2 success criterion 1.4.3 (Contrast).
  • There are adjacent links that go to the same URL. This fails the WCAG 2.2 success criterion 2.4.4 (Link Purpose).
  • There are form labels that are not correctly associated with a form control or some form elements do not have a corresponding label. This fails WCAG 2.2 success criterion 1.1.1 (non-text content), 1.3.1 (info and relationships), 2.4.6 (Headings and labels) and 3.3.2 (Labels or instructions).
  • There are form controls that have more than one label associated with them. This fails WCAG 1.3.1 (Info and Relationships).
  • Two or more checkbox or radio input elements in a form are not enclosed in a fieldset. This fails the WCAG 2.2 success criterion 1.1.1 (Non-text context), 1.3.1 (info and relationships), 2.4.6 (heading and labels) and 3.3.2 (Labels or instructions). 

(b) Disproportionate burden

There are no issues that fall under the definition of disproportionate burden as defined under the ECHR.

(c) Content that’s not within the scope of the accessibility regulations

We have linked to pre-recorded videos within the directory from third parties but cannot guarantee that they will always provide audio description. One of the videos on the directory was published before 23 September 2020 and is therefore exempt from meeting the accessibility regulations.

What we’re doing to improve accessibility

This website was last tested on 14 March 2024 against the WCAG 2.2 AA standard. The test was carried out by Shaw Trust Accessibility Services. We selected a sample of pages to test based on the main pages and content types a user will be using.

The Shaw Trust Digital Assessment and Accreditation process is rigorous. Over 60 hours of accessibility testing by users with a disability goes into each and every accreditation. This is in addition to a stringent technical assessment by their digital auditors. All assessments are carried out in line with the Web Content Accessibility Guidelines (WCAG) 2.2 A and AA criteria.

Further accessibility fixes to address the non-accessible issues of the website are on an on-going basis.
